And God said, “Let there be an expanse in the midst of the waters, and let it separate the waters from the waters.” And God made the expanse and separated the waters that were under the expanse from the waters that were above the expanse. And it was so. And God called the expanse Heaven. And there was evening and there was morning, the second day.

“And God said”, it lets God to make something as “God made the expanse and separated the waters that were under the expanse from the waters that were above the expanse”.
“In the beginning was the Word, and the Word was with God, and the Word was God. He was in the beginning with God. All things were made through him, and without him was not any thing made that was made.”(John 1:1-3)
The Word can make everything to show the creation of God. The Word becomes flesh and dwells among us, His name is Jesus. We are saved form sin and death by Him. He is our Lord, Jesus Christ.
